The Hyde Park Herald covered a University of Chicago Institute of Politics event at which Harris Prof. William Howell, director of the Center for Effective Government, participated in a panel discussion on presidential transitions. 

This is a precarious world we live in, and we don't have the luxury of saying we're going to have something less than a fully staffed, completely ready presidential administration on day one,” Howell said.
