Harris Public Policy Professor William Howell was featured in the Associated Press News, sharing his views on the challenges facing Joe Biden as he meets American Allies during his latest trip to Europe.

Professor Howell said these challenges are "less about his skills or domestic political support for his agenda and more about the contemporary state of American politics."

“The pervasive gridlock, polarization, and distrust that characterize our national politics will ... give foreign leaders some pause before entering into long-term, costly agreements with us,” Howell said.
