"[The Illinois Policy Institute's] major assertion is that the state may have assumed what they call a static model where there is no change in economic behavior as a consequence of changing tax rates," wrote Belsky. "This sort of narrative continues to put our state in a negative light on a national basis and fosters the partisan bickering we have seen over the past four years."
