Professor Chris Berry Discusses Outside Policies to Keep Municipalities from Overpaying for Property

Harris Public Policy Professor Chris Berry was featured in a story by the Philadelphia Inquirer discussing the need for Philadelphia to receive an outside appraisal as it seeks to purchase new property.

“There are very good reasons that you would want to have gone through some transparent process to make sure a city’s not overpaying for whatever it is that it’s buying,” Berry said. “If your bank is going to require you to do that as an individual homeowner, why shouldn’t we, as taxpayers, expect our cities to do the same?”
