Professor Ryan Kellogg Finds Railroads Constrain Pipeline Use

Harris Public Policy Professor Ryan Kellogg was featured in the Houston Chronicle for his research examining oil companies' preference for rail transport despite its relative inefficiency compared to pipelines. 

"It doesn't mean pipelines are going away, but now that rail is a thing, it puts a constraint on how willing you are to build a pipeline."
