Harris Public Policy Professor Bruce Meyer

Harris Public Policy Professor Bruce Meyer and University of Notre Dame Associate Professor James Sullivan have published an alternative measure of poverty, drawn from measures of consumption rather than income, which shows poverty to have declined sharply since 1960.

“Many factors that are critical components of well-being, such as home ownership, car ownership, and the ability to borrow and save, are much better captured by consumption than income."
