Prof. Justin Marlowe, Director of The University of Chicago Center for Municipal Finance, was quoted in a BNN Bloomberg piece on the backfiring of Build America Bonds, an Obama-era program to get the economy moving after the Great Recession. 

“We should abandon any notion that a direct-pay subsidy can substitute for the [tax] exemption as we know it,” says Justin Marlowe.
