Professor Christopher Berry Discusses Illinois' Proposed Fair Tax Amendment

Harris Public Policy Professor Christopher Berry discussed the Fair Tax Amendment, a proposal to amend the Illinois constitution that appears on Illinois ballots in the November 2020 ballot, in an op-ed published in the Chicago Tribune.

"Voters should not confuse a constitutional amendment, which is a long-term institutional commitment, with year-to-year budgeting," Berry argues. "This amendment gives Springfield lawmakers unfettered power of taxation and asks us to trust that they’ll do the right thing."
