Professor Christopher Berry Examines Unfairness in Cook County's Property Valuations

Harris Public Policy Professor Christopher Berry's research is featured in a series of Chicago Tribune articles uncovering the unequal burden that Cook County's property tax system puts on poorer homeowners, with tax breaks going to the rich.

"[The] system effectively transfers the tax burden onto those who can least afford it while giving a break to those of greater means," said Berry. "It’s a textbook example of institutional racism.”
