Professor Justin Marlowe heads the University of Chicago's Center for Municipal Finance, and he said when cities face a budget deficit like Chicago's, all options are bad. However, a hiring freeze is probably the least bad.

''I mean, Chicago has roughly $4 billion a year that it spends on personnel at any moment, if you think that somewhere in the neighborhood of about 5% to 10% of that $4 billion is positions that are open or positions that are in the process of being filled.
