The Technocrat Who’s Taking Control of Putin’s War Effort

In a piece for the New York Times about Andrei R. Belousov, the Russian intellectual who Vladimir Putin has tapped to be the country's next defense minister, professor and economist Konstantin Sonin was called for comment: 

“His whole philosophy basically was whatever is happening that’s good, this is driven by the state,” said Konstantin Sonin. “The state is the source of innovation, the state is what drives business and eventually leads to the development of the economy. Business in this view is a necessary evil but not something that is a force for good.”
