Harris Public Policy Senior Lecturer Paula R. Worthington, who is affiliated with the Center for Municipal Finance and academic director of the Harris Policy Labs program, was featured in Crain's Chicago Business with an opinion piece in which she discusses how Governor J.B. Pritzker's Rebuild Illinois proposal would affect the state in terms of infrastructure, its long-term liabilities, and other factors.

"Addressing issues of affordability and fairness may seem difficult, but legislators can learn from other jurisdictions that have managed to balance competing goals of efficiency, revenue generation, and equity with creative income-based fee structures—think transit in Seattle, or water in Philadelphia," she wrote. "Besides, being fair to Illinoisans means addressing not only differences in present-day incomes, resources, and opportunity, but also intergenerational issues as well: Ultimately, today's residents must provide the resources needed for our roads, public buildings, and other assets without borrowing from our children and grandchildren to do so."
