CMF Executive Director Michael Belsky Discusses State and Local Powers

Harris Public Policy Center for Municipal Finance (CMF) Executive Director Michael Belsky was featured on WGN-AM, discussing the constitutional basis for Illinois' power.  

“Governors have the discretion as to whether people will be back out in their states and active with proper facilities as, do mayors in most states,” said Belsky. “For example, in Illinois, City of Chicago has home rule so the Mayor of Chicago has the authority with emergency powers.”
