Lois Scott, President, Epoch Advisors

Lois Scott, president of Epoch Advisors, is a senior finance executive, entrepreneur and civic leader. She serves on the board of MBIA Inc. (MBI - NYSE) where she is a member of the audit committee, Chicago Stock Exchange (audit committee, risk and oversight committee) and the advisory board of other privately held financial services companies. From 2011 to 2015, Scott served as the chief financial officer for the city of Chicago, the first woman to serve in that capacity. With over 30 years of finance experience, Mayor Rahm Emanuel entrusted Scott and the City’s finance team with an annual budget of $7.5 billion and assets of $32 billion. In 2011, Scott co-founded and chaired the Municipal CFO Forum with Harris Public Policy. From 2002 to 2011, she was CEO of a financial advisory firm with offices in New York, Chicago, Houston, Newark, Columbus and Anchorage that served large corporate and governmental clients. The firm was acquired by PFM in 2011. Prior to that, she served as president and vice chair of a technology company that provided a family of services to schools. Scott started her career at First Chicago (now JPMorgan), where she was responsible for governmental, health care, and higher education clients in an eight-state region, including California. In 1997, Scott was selected to serve as one of 15 White House Fellows and tasked with advising President Clinton’s administration on the financial crisis in Southeast Asia.  At age 17, she enrolled at Cornell University to study labor economics and received her MBA in finance from Cornell’s Johnson Graduate School of Business at the age of 22.

Andy Dillon, Executive Director, Conway MacKenzie

Andy Dillon, executive director of Conway MacKenzie, leads the firm’s municipal practice. Conway MacKenzie has served as a financial advisor on many of the nation’s largest municipal restructurings. Dillon previously acted as treasurer for the state of Michigan. He also served as a state representative for Michigan’s 17th District from 2004 to 2010, acting as speaker of the house from 2007 through 2010. Dillon’s private sector experience includes serving as managing director at Wynnchurch Capital Partners (a middle market private equity fund), president of DSC Ltd. (a steel processor), vice president at GE Capital Commercial Finance, and practicing law for seven years. He received his BBA accounting and juris doctorate degrees from the University of Notre Dame.

Hill Feinberg, Chairman and Chief Executive Officer, Hilltop Securities

Hill Feinberg was named chairman and chief executive officer of HilltopSecurities in January 2016, upon completion of the merger of HilltopSecurities and First Southwest Company. He had served as chairman and CEO of FirstSouthwest since 1991, and as a director of Hilltop Holdings since the acquisition of PlainsCapital in November 2012. He previously served as a director of PlainsCapital from December 31, 2008 (in conjunction with PlainsCapital’s acquisition of FirstSouthwest) to November 2012. Prior to joining FirstSouthwest, Feinberg was a senior managing
 director at Bear Stearns & Co. and a former vice president and
 manager of Salomon Brothers in the Dallas office. He is a past
chairman of the Municipal Securities Rulemaking Board. Feinberg is a member of the board of directors of Energy XXI (Bermuda) Limited, a public company (lead director). He also formerly served as a member of the board of directors of Compass Bancshares, Inc. and Texas Regional Bancshares, Inc. Feinberg received his bachelor’s degree in finance from the University of Georgia’s Terry College of Business in 1969 and receiving the Distinguished Alumnus Award from the school in 2008. After college, he joined the US Army Corps of Engineers, serving as first lieutenant in Vietnam from 1970 to 1971.

Gary Hall, Senior Managing Director, National Head of Investment Banking, Siebert Cisneros Shank & Co. LLC

Gary Hall is senior managing director, national head of investment banking, and an equity partner at Siebert Cisneros Shank & Co. LLC, where he is responsible for managing all bankers and leading the execution strategy for business development with municipal bonds underwriting, origination and financial advisory services nationwide. Hall’s professional career spans over 25 years and includes positions in government, law, and investment banking. Prior to joining Siebert Cisneros Shank, he was an executive director in the public finance – investment banking group of JPMorgan Securities LLC. Earlier he was a member of the mergers & acquisitions group of Banc One Capital Markets Inc., and practiced law in the corporate finance department of Gardner, Carton and Douglas (now Drinker, Biddle and Reath). Hall was also a White House Fellow under President Bill Clinton. Hall has a bachelor’s degree from Howard University and a law degree the University of Notre Dame.

William Hogan, Senior Managing Director, Public Finance, Assured Guaranty

William Hogan manages the public finance business for the Assured Guaranty family of companies which includes Assured Guaranty Corp. and Assured Guaranty Municipal. Assured Guaranty’s public finance team underwrites financial guaranties for a broad range of municipal bond sectors including general obligation, transportation, utilities, healthcare, and infrastructure transactions. Hogan began his career as a senior analyst at Moody’s Investors Service where he covered traditional municipal credits and project finance transactions. He has held several senior underwriting and managerial positions in the bond insurance industry over that past 20 years. He is a member of several industry organizations and a past Chairman of the Board of Governors for the National Federation of Municipal Analysts (NFMA). Hogan is a graduate of Rutgers University.

Chris Mier, CFA, Managing Director, Analytical Services Division, Loop Capital

Chris Mier is the chief strategist and managing director of the Loop Capital’s Analytical Services Division (ASD). Loop Capital is a full-service institutional broker-dealer based in Chicago. Prior to joining Loop Capital, Mier was an institutional portfolio manager in the municipal bond department at MFS Investment Management. In addition, he has served as a portfolio manager of numerous municipal funds at Scudder Kemper Investments and Kemper Financial, and he previously held several posts at Comerica Bank in Detroit. He received his Chartered Financial Analyst designation from the AIMR (now CFA Institute) in 1992. He also holds Series 7, 24, 53 and 63 licenses. Chris was elected to a three-year term as a director on the Board of the CFA Society Chicago the summer of 2014. Mier holds an MBA in finance and managerial economics from Northwestern University’s Kellogg School of Management and a Bachelor of Arts in economics from the University of Michigan. He also received a Master of Arts in economics from the University of Illinois at Chicago in 2009. 

John Miller, CFA, Managing Director, Co-Head of Fixed Income, Nuveen Asset Management

John Miller serves in a strategic role as the co-head of fixed income for Nuveen Asset Management, responsible for the investment process and performance of the firm’s municipal fixed income group. He is also the lead manager of the High Yield Municipal Bond Strategy, the California High Yield Municipal Bond Strategy, and related institutional portfolios. In addition, he co-manages the All-American Municipal Bond Strategy and the Strategic Municipal Opportunities Strategy and oversees a number of closed-end funds. Mr. Miller is a trusted public voice in discussing key issues and trends within the municipal market. He is a frequent guest on CNBC, Bloomberg Television and Fox Business News. His perspective is often sought out by leading industry media such as The Wall Street Journal, Barron’s, Bloomberg News and Morningstar. He has also served as a panelist on Barron’s Municipal Bond Roundtable. His background features over 20 years of experience in the municipal marketplace. He holds the Chartered Financial Analyst designation and is a member of the CFA Institute and the CFA Society of Chicago.  Miller earned a BA in economics and political science from Duke University, an MA in economics from Northwestern University and an MBA in finance with honors from the University of Chicago.

Dominick Mondi, President, Mesirow Financial and Capital Markets

Dominick Mondi is the president of Mesirow Financial, where he guides the development of the firm's businesses, capital investment policies and performance objectives. He serves as president of Capital Markets, responsible for leading, coordinating and maximizing the efforts of the Institutional Sales and Trading, Public Finance and Credit Tenant Lease Finance and Structured Debt Products groups. David Narefsky, Partner, Mayer Brown

David Narefsky is a Partner at Mayer Brown, a global law firm. He has had an active role in high-profile PPP transactions, with particular responsibility for governmental and regulatory aspects. He advised the Puerto Rico Public Private Partnerships Authority on the proposed long-term concession and lease of Luis Muñoz Marín Airport in San Juan and the City of Chicago on the proposed long-term concession and lease of Midway Airport. He also advised the underwriters of the issuance of $400 million private activity bonds to finance a portion of the cost of construction of the Denver FasTracks Eagle P3 Project, which was named 2010 North American Transport Deal of the Year by Project Finance Magazine and 2010 Regional Deal of the Year by The Bond Buyer. Hector Negroni, Principal, Fundamental Credit Opportunities

Hector Negroni is the co-founder, co-chief executive officer, and chief investment officer of Fundamental Credit Opportunities (FCO). He has been a leader in US public sector investing for the last three decades and his efforts have produced tens of billions of dollars of financing for infrastructure and essential services at the federal, state and local levels. Brian Septon, Principal, The Terry Group

Brian Septon is an actuary and Principal at The Terry Group in Chicago, Illinois. For over 20 years, he has advised private and public sector organizations on retirement, investment and healthcare management issues. He is a leading expert on public sector retirement systems. Septon is a fellow of the Society of Actuaries, a member of the American Academy of Actuaries, an enrolled actuary, and a fellow of the Conference of Consulting Actuaries. James Spiotto, Managing Director, Chapman Strategic Advisors LLC

James Spiotto is a retired partner of the law firm of Chapman and Cutler LLP and presently is the managing director of Chapman Strategic Advisors LLC, the consulting subsidiary of that law firm. He also is co-owner and co-publisher of MuniNetGuide.com, an online service devoted to municipal related research and information. In the 40 years prior to retiring as a partner in the law firm of Chapman and Cutler LLP, he represented issuers, indenture trustees, bondholders, banks, insurance companies, institutional investors and funds in litigation, bankruptcy, or workouts of more than 400 troubled debt financings in more than 35 different states and in foreign countries as well. He is a past president of the Society of Municipal Analysts and is a member of the Executive Committee of the Board of Directors of the Civic Federation of Chicago. He was awarded the National Federation of Municipal Analysts Municipal Industry Award in 2014 and 1992 and the National Association of Bond Lawyers Carlson Prize in 1993. He has written numerous books and articles on municipal finance, default and bankruptcy. Spiotto has BA from St. Mary of the Lake Seminary and a JD from the University of Chicago.

Alex Wallace, Managing Director & Head of Public Finance, U.S. Bancorp Municipal Products Group 

Alex Wallace is a 26-year veteran of the municipal securities industry with broad experience across many aspects of municipal finance. Alex is Head of the Public Finance Group of the U.S. Bancorp Municipal Products Group. Alex joined U.S. Bancorp in August 2009. At Wachovia Securities (1996 - 2008), Alex was Co-Head of the Municipal Securities Group and was responsible for the Public Finance Group. Alex also led a number of other businesses including Municipal Credit Origination, Syndications, and Municipal Leasing. He also spent a year as the Head of Mid-Atlantic Region for Loop Capital Markets, a prominent minority-owned municipal bond underwriting firm. Prior to joining Wachovia Securities, Alex worked for the State Treasurer's Office of the State of North Carolina. Alex currently serves on the Board of Advisors for the Poole College of Management at North Carolina State University and the Board of Advisors for the University of Chicago's Harris School of Public Policy Center for Municipal Finance. He is the current Secretary-Treasurer and a member of the Executive Committee for the Bond Dealers of America (BDA). In addition, Alex serves on the Securities Industry and Financial Markets Association ("SIFMA") Municipal Securities Executive Committee. He is a Past Chairman of the Carolinas Municipal Advisory Council and Past President of the CityWest Community Development Corporation. He has also been a long-time member of the National Federation of Municipal Analysts and the New York Municipal Forum. Alex has BA degrees in Economics and Business Management from North Carolina State University and a Master of Public Administration (MPA) with a concentration in Public Finance from North Carolina State University.
