Harris Public Policy Professor William Howell was featured on CNN and CLTV's Politics Tonight in interviews which discussed the significance of the report released by Robert Mueller, Special Counsel of the investigation into Russian interference in the 2016 presidential election.

Howell's appearance on Don Lemon's CNN Tonight took place before the report was released. His conversation focused on likely consequences from the report, as well as recent presidential history.

"[Presidents] look for ways to expand their authority in order to meet public claims that they can't possibly meet when you just have a narrow reading of the Constitution, on one hand," said Howell. "On the other hand, I think we've seen the politicization of the Executive Branch generally, and of the Justice Department in particular, taken to new heights."

Howell's discussion on Politics Tonight took place after the redacted Mueller report was released to the public. He answered questions about recovery of governing norms and the next steps in obtaining justice, especially with regard to American politics.

"As we pan out beyond the people who are immediately around Trump to the larger cast of characters who are talked about, there are a hundred pages in the report about Russian meddling, and this President has shown zero by way of leadership in addressing that very real threat," said Howell. "So when you think about the kind of failure of leadership the Democrats are going to want to argue exists in this White House, there is a tremendous amount of material in the report for them to draw upon."
