Michael Belsky, a former mayor of Highland Park, is the executive director of the Center for Municipal Finance at Harris, and Sylvia Puente is the executive director of the advocacy group Latino Policy Forum, which encourages Latino involvement in public decision making. Carol Spain is a board member of the Government Finance Research Center and the Chicago Municipal Analysts Society; she is a director at S&P Global Ratings in the U.S. public finance area.
