Visiting Fellow Alan Wiseman of Vanderbilt University found out what it takes to move bills through Congress

“Congress isn’t working.” That’s a favorite line of pundits, late-night TV comedians, and every aspiring political candidate who promises to “fix" Washington. But what makes a legislator effective, and who in Congress is doing it right? That’s what Alan Wiseman wanted to figure out.

A professor at Vanderbilt University, Wiseman came to Chicago Harris as a visiting fellow with the Center for Policy Entrepreneurship. Wiseman is one of two political scientists behind the Legislative Effectiveness Project.
