From the American Economic Association April 10, 2017 Damon Jones Assistant Professor Damon Jones published a study in 2012 that examines why so many Americans choose to overpay on their taxes. He argues that it's actually not a choice, simply people being inattentive. People claim less exemptions than they could, resulting in more taxes being withheld, and higher payouts on their returns.
