Associate Director, Communications About Billy Morgan Billy Morgan is the Associate Director of Communications at Harris Public Policy. In this role, Billy helps develop and promote content that is timely, interesting, and relevant to Harris’s strategic goals. He also promotes faculty research to policymakers and the general public. Before joining Harris, Billy worked in a variety of roles for Illinois Governor Pat Quinn, both in and out of office. In 2021, he was elected as a Township Trustee for Monee Township, Will County, Illinois. With experience on state and local campaigns, he has also dabbled in set design, academic publishing, and creative writing. Billy holds an AB in history from the University of Chicago, where his final project focused on the history of the death penalty in the state of Illinois. He is an avid reader and is focused on using effective policy to make peoples’ lives better in every community.
