Professor William Howell Discusses the Filibuster's Effect on Deliberations

Harris Public Policy Professor William Howell, the director of the Center for Effective Government and co-host of Not Another Politics Podcast, was featured in MSNBC, discussing his new empirical research which shows that the filibuster does not lead to more debate in the United States Senate, as many of its supporters claim; in fact, it may lead to less debate.

“For the most part, we don't see any differences immediately before and immediately after a rule change,” Howell explained. “And where differences are observed, they tend to point in the opposite direction of where advocates of the filibuster claim.”
