“Sometimes the people who appear to lose the most […] might suffer smaller impacts than people who are working week to week and depending on that paycheck, and so making sure that the rebuilding and the recovery efforts work in an equitable way, and really work for everybody- rather than just the places where the large economic damages happened- that will defer some of the longer term impacts."
