Harris Public Policy Associate Professor Anthony Fowler was featured in CNN, discussing his expert report finding that turnout in the Wisconsin April 2020 election was lower than expected for voters who had never previously voted absentee.

"A study conducted by Anthony Fowler, a professor at the Harris School of Public Policy at the University of Chicago that was submitted as part of the suit, found that voters who had never used absentee ballots before were less likely to vote in the primary," wrote Abby Phillip, the article's author. "And that in counties with a high incidence of coronavirus cases, turnout was lower than in counties where there had not been confirmed cases."
